I value morality
First, practical reason is the only source of normativity. Only reasons can serve as the authority for moral requirements. Velleman explains,

AS we have seen, requirements... asking for a reason to act for reasons.
Second, a reason is valid if it is true for all people under any circumstance. Reasons must be universalizable to be valid in order to stop the problem of regress.
Third, universalizing the maxim that it is permissible to restrict the outer freedom of others would result in an irresolvable contradiction. Engstrom explains,

Now on the interpretation we have... the limitation of the same freedom.
We cannot restrict the outer freedom of others by using them as a means to an end. Thus, the standard is respecting the outer freedom of others.
Also you can independently prefer the criterion because:
Affirming allows for arbitrary violations of outer freedom.
1: Compulsory voting is coercive.
Compulsory voting would force everyone to vote, but most non-voters vote because they do not want to. In fact, it far outweighs the amount of voters who do not vote because of access issues. Using the example of America, Weil writes,
