A is the link-
The 1AC is not benign but rather is part of a global process to shift the blame of environmental degradation to the world's poor, effectively blaming the victim.

The attempt to....margin into poverty
And the 1AC's representation of problems as external absolve the culpability of all other actors besides the developing country, including individuals, corporations and developed countries that are just as responsible, if not more, for the problems. This preserves the status quo and allows for the rest of society to consume without guilt.

In environmental law...fear of reprisal
B is the impact-
The 1ACs refusal to acknowledge the underlying causes of resource extraction and denial of who is truly responsible shatters their solvency and makes the harms of the affirmative inevitable as developing countries will meagerly attempt to reform but still suffer the abuses that caused the problems.

C is the Alternative-
We must reject the affirmative's scapegoating and accept our own responsibility for the world's problems. Only when developing countries and individuals accept their own guilt can we effectively make changes to our resource consumption and solve the problem and begin to dematerialize and reduce our resource consumption which is the main cause of environmental degradation.
