Dodson on reparations "Most proposals for compensatory reparations have been expressed in terms of cash payments to individuals political states or groups of peoples within nation states Making direct cash payments to individuals who were parties to the litigation producing the reparations settlement is a traditional approach to making restitution for past wrongs"

2) A is the interpretation The res is a question of the aims of reparations to black Americans and not implementation

The SEP  explains the context of giving reparations "Reparation is always backward looking in the sense that to say that Saying someone who is harmed deserves reparation is necessarily to implying that a search into the causes of his harms will show that his harms were caused by some other party's wrongful action"
