The sale of pre-ban ivory is still legal, making it impossible to delineate legal and illicit ivory, and domestic markets are unregulated by CITES. So, when one-off sales flood the markets, laundering becomes easy. Thus, I advocate that all African Elephant Range Countries institute a ban on the domestic harvesting, sale, export of all Ivory and Ivory products, and adopt non-extractive use policies toward local elephant populations. An absolute ban would make it much more difficult for illicit traders to launder ivory. Any legal means of trading facilitates poaching.
