WTO Counter-Advocacy
I negate. Environmental protection and resource extraction are both vital goals, and the topic presupposes that both are promoted to some degree whether we affirm or negate. The word “prioritize” means that both are promoted to some degree, as it is impossible to prioritize only one thing when there is nothing to prioritize it over. The crucial question isn’t which is prioritized but who enacts the prioritization.
A. is the Counter-Advocacy. Environmental protection and development should be regulated by the WTO. Skinner 10

Historically, environmental regulations ... protection and development.
The WTO has regulatory measures to ensure environmental protection while also protecting healthy trade instead of diminishing it like unilateral implementation does. DeSombre ‘11
Global Environmental Governance ... trade) could be adjudicated.
Thus, my policy is better implementation for environmental legislation and for trade.
B. is the Competition.
(1) Net benefits. Any reason why WTO policies are preferable to developing countries is a reason to vote for the counterplan over the aff.
(2) Their actor was clarified as the developing country’s government during CX.
(3) Mutual Exclusivity- my argument is that the WTO should implement regulations; this conflicts with the aff because developing countries implement regulations inconsistent with WTO policies so they would contradict.
C) Is net-benefits:
First, developing countries institute ineffective and harmful regulation.
Decision-makers are not adequately informed to protect the environment and pursue sustainable development policies. Ascher and Healy 1

Therefore I control the internal link to economic growth and sustainability.
The construction of governments in developing countries makes it nearly impossible to pass effective environmental policy. Weak branches of government worsen the problem. Ascher and Healy 2

Second, the WTO increases trade and fosters economic growth.

Of course, transportation ... with their borders.
And, international institutions like the WTO are in better position to address environmental problems and their global reach. Skinner 2:

Subpoint B: War
