I defend a system of compulsory voting in which eligible voters are legally obliged to vote in every relevant political election. They may vote on a make-up day or mail in their vote. The penalty for not voting will be a small fine. They must mark their ballot, however, the ballot will have a “none of the above option” next to which there will be a line for specifying the reason for abstention.
